Regular Meeting (Discussion)

I.      ESTABLISHMENT OF QUORUM

Members Present:    Chairman Eric Moffett, Richard Covill

Members unable  Jim Richards, Matt Crossen, Sharon Aprea, Josh Kapelner,
to attend:              Michael Maloney

Also in attendance:  Timothy S. Howes, Acting Superintendent of East Windsor
Public Schools

                                Laurie Whitten, Town Planner


A quorum of 4 voting members was not established.

An informal discussion took place with no Motions or Votes.

Richard Covill reported his attendance at the last Inland Wetland Meeting, held on December 6, 2006.  He relayed that the sewer project for Chapman properties was approved by Wetlands.  This led to a discussion regarding the previous North Road sewer project that was voted down at a town meeting.  Chairman Moffett questioned how to get people positively involved in the community, to understand the needs for economic growth.  Tim Howes cited that newer residents are beginning to ask for more services such as park and recreational activities, however, 11% of the student population is not enrolled in East Windsor’s schools. This number has doubled over a period of 5-6 years.  Chairman Moffett queried that if town growth is based on better education, how does the town turn the educational aspect around?  Mr. Howes explained the need to build and improve the curriculum, to start benchmarking and implement data management.  East Windsor does have a curriculum committee that makes decisions based on state standards.  Mr. Howes also noted that other towns have curriculum managers who insure that teachers stay on task with the curriculum.
